Sheila Lambowitz, MBA
Director, Division of Institutional Post-Acute Care, Ms.
Lambowitz is a nationally-recognized expert in nursing facility
RUG-III prospective payment systems. She has more than 25
years of experience in Medicare and Medicaid post-acute care
health policy. Her current responsibilities include developing
payment and coverage policies related to the SNF PPS, SNF
consolidated billing programs and inpatient rehabilitation
facilities (IRFs). She is a member of the work groups designing
a SNF Value-Based Purchasing model and an Integrated Post-Acute payment demonstration.
She also directs the SNF Staff Time and Resource Intensity
and Verification project (STRIVE) that has been charged with
collecting the data needed to update the RUG-III payment methodology used in the Medicare
prospective payment system (SNF PPS).

Carol Manteuffel, Esq.
Carol Manteuffel is a shareholder in the firm of Miles &
Peters, P.C. Ms. Manteuffel practices primarily in the areas
of civil litigation, health law, administrative law (state and
federal regulatory proceedings), employment law, and medical
malpractice. She represents health care facilities, health care
professionals and other parties in civil litigation in the state and
federal courts, and in administrative proceedings before state
and federal agencies. She lectures on various issues in health
law, employment law, regulatory compliance, licensing issues,
and risk management. Ms. Manteuffel’s background in nursing
provides a unique combination of knowledge and experience to

Fred Miles, Esq., JD
Fred Miles is the Founder and President of Miles & Peters, P.C.
Mr. Miles is a nationally-recognized expert in health law and has
been named as one the “Best Lawyers in America” published by
Naifeh & Smith, the prestigious attorney ranking organization,
continuously since 1992. He has also been named a Colorado
“Super Lawyer” by several publications over the course of
the last six years. He counsels health care professionals and
institutional providers, managed care organizations, and their
ownership groups. Mr. Miles has also provided legal counsel to
the Colorado Health Care Association, the Colorado Association
of Nurse Anesthetists and the American Association of Nurse
Assessment Coordinators. He has also served as a Special Assistant Attorney General to
the Colorado Departments of Human Services and Health Care Policy and Financing. Mr.

Mary Pratt, MSN, RN
Mary Pratt is Director of the Division of Chronic and Post
Acute Care in the Quality Measurement and Health Assessment
Group in the Office of Clinical Standards and Quality at CMS.
This division is responsible for leading the Agency’s instrument
development and performance measurement activities in such
care settings as dialysis facilities, nursing homes, hospice,
home health agencies and development of the post acute care
instrument, CARE or Continuity Assessment Record and
Evaluation. The work of the division is to provide consumers
with quality information to make informed choices in selecting
providers of services, and enabling clinicians and providers to
use measures for quality improvement. These activities are in support of the DHHS priorities
of transparency, health information technology, person-centered care, prevention, reducing
geographic variation, and preventing diseases, injuries and re-hospitalizations that hurt
beneficiaries and drain the trust funds. In partnership with colleagues at CMS, she co-leads
the implementation of the Minimum Data Set (MDS) 3.0.

Daniel J. Sheridan, PhD, RN, FNE-A, FAAN
Daniel is an Assistant Professor at The Johns Hopkins
University School of Nursing where he has developed a
forensic clinical nurse specialist graduate tract. He created, in
1986, one of the nation’s first hospital-based family violence
and sexual assault intervention programs at Rush-Presbyterian-
St. Luke’s Medical Center in Chicago. In 1990 he developed
and coordinated for six years a similar program at Oregon
Health Sciences University’s Hospital in Portland. He has published more than 25 clinical and research articles on nursing’s expanding role in abuse and
forensics. He frequently provides expert consultation to nursing homes, licensed facilities, and
developmental disability institutions on abuse prevention, identification, and documentation.

Sandy Summers, RN, MSN, MPH
Sandy Summers is Executive Director of The Truth About
Nursing, which she founded in 2008. Just prior to that, Ms.
Summers co-founded and directed The Center for Nursing
Advocacy. Since 2001 she has led the effort to change how
the world views nursing by challenging damaging media
depictions of nurses. Ms. Summers is the co-author of Saving
Lives: Why the Media’s Portrayal of Nursing Puts Us All at
Risk. Ms. Summers’ media advocacy work began when she and
fellow Johns Hopkins graduate students founded a group called
The Nursing Vision in April 2001. Summers led The Nursing
Vision, which launched The Center For Nursing Advocacy
in late 2002. In late 2008, she led the same group of original
Nursing Vision founders to come together to form The Truth About Nursing.

Peggy E. Williams SW, MS
Peggy is a Health Insurance Specialist with the Centers for
Medicare and Medicaid Services, Division of Nursing Homes.
Her long-term care career started over 24 years ago as a social
worker in South Dakota nursing homes. Her career continued
with the South Dakota Department of Health as a nursing home
surveyor and the state training coordinator for surveyors and
facility staff on state and federal regulations and the RAI/MDS.
She is a Master Trainer of the Quality Indicator Survey process,
having worked with the University of Colorado, Nursing Home
Quality, and the states currently involved with implementation
of the QIS. She is now a key member of the CMS QIS Team,
helping in the further development and refinement of the QIS,
and she is a member of the CMS Culture Change Team which is planning the 2010 National
Symposium on the Dining Requirements, in collaboration with the Pioneer Network.

Sandy Biggi, BSN, SNT, RAC-MT, C-NE
Ms. Biggi has worked in the area of long-term care for over 25 years, serving in numerous
capacities including quality improvement director, RAI coordinator, and director of nursing
services. She is Resident Assessment Coordinator – Certified (RAC-CT®) and a Master Trainer
for AANAC and AANEX. From 1999 to 2005, she worked at the New York Association of
Homes and Services for the Aging (NYAHSA) as a senior policy analyst and consultant. As
a consultant she provided audit analysis of MDS and PPS systems and education to improve
RAI/PPS processes. In addition, she is a member of the advisory board at the University
of Albany School of Public Health to oversee the development and delivery of curriculum
for the RAI process across New York State. Sandy, in addition to performing the functions
which she had as a policy analyst, oversees the nursing facility policy analysts and NYAHSA
ProCareSM Consulting.
Sheila Capitosti, RN-BC, NHA, MHSA
Sheila is a Senior HealthCare Specialist at PointRight, Inc., the industry leader in providing
data-driven analytics and decision support services to long-term care, assisted living and
insurance carriers. Sheila provides client support and quality improvement services. Her
in-depth knowledge and experience is concentrated in all aspects of nursing home clinical
processes, quality improvement services and clinical program development.
Josephine Cronin, RN, MBA, RAC-CT
Josephine has been an AANAC Board Member since July 2008. Since 2002 she has been a
Clinical Reimbursement Consultant with LarsonAllen, LLP, in Randolph, MA. Prior to joining
LarsonAllen she was a Director of Nursing in a long-term facility for five years. She was
the Administrative/Clinical supervisor in a 500 bed hospital for 10 years. Josephine presents
frequently at local/regional conferences for DON’s and Administrators.
Kenneth Daily, LNHA
Kenneth Daily is the founder and President of Elder Care Systems Group, a long-term
healthcare-focused consulting firm, which specializes in facility management, quality
improvement, business strategy and education. Kenn is an accomplished leader with more
than 22 years of experience in the long-term healthcare industry including having served as
western Ohio’s Director, Office of the Long Term Care Ombudsman, Vice President of a
leading consulting and software firm responsible for operational improvement engagements
and software development, nursing home administrator and facility co-owner/operator. He
has written a number of books and manuals including the QIS Process Tools and Resources
Manual, ©2008 MedPass as well as AANAC’s own QIS training manuals. Kenn is also one of
the nation’s leading Quality Indicator Survey (QIS) consultants and educators.
Donna Dalton, RN, C-NE, RAC-CT, Paralegal
Donna Dalton is AANAC & AANEX certified and a paralegal. Her prior experience
includes six years as a Charge Nurse, MDS Coordinator and Care Plan Coordinator,
three years as an ADON, three years as a Director of Nursing, Infection Control and
Quality Assurance Coordinator in 3 facilities. For four years Donna was a Nurse
Consultant for a Region with 21 facilities. She has ten years of acute care experience.
She routinely presents MDS and legal documentation workshops at corporate/college
level. As a consultant, she routinely reviews records, summarizes depositions, prepares
deposition questions and conducts medical and legal research in preparation for trial.
As a legal assistant, she has worked with all aspects of litigation especially in personal
injury and medical malpractice.
Robin L. Hillier, CPA, STNA, LNHA, RAC-MT
Robin Hillier is the president and owner of RLH Consulting, an OHCA/OCAL Platinum
Champion Partner, which provides reimbursement, operational and accounting
consulting to long-term care providers. She is also a co-owner of Miami Shores of
Moraine, a 150 bed nursing facility in Dayton, Ohio. She is a certified public accountant, a
state tested nurse aide, a licensed nursing home administrator, and Resident Assessment
Coordinator-Certified and Master Trainer through the American Association of Nurse
Assessment Coordinators. Ms. Hillier is Immediate Past President of the Ohio Health
Care Association’s Board of Directors. Ms. Hillier is a frequent lecturer on long-term
care reimbursement and operational issues. Ms. Hillier is President of the Educational
Foundation of the Ohio Health Care Association (EFOHCA) and serves on its Education
Committee. Ms. Hillier is chairman of the Convention Task Force and co-Chairman of
the MDS Nurse Assessment Task Force.
Carol Job, RN, RAC-CT
Carol Job is a Senior RN Consultant with Myers and Stauffer, LC. She has more than
30 years of professional nursing practice experience with an extensive background
in administration, and development of program policy and nursing leadership. She
played a key role in the development and implementation of the federally mandated
Minimum Data Set. Carol is the lead author in the 2002 revision of the Long Term Care
Resident Assessment Instrument User’s Manual and the AANAC RUG-III and Quality
Indicators Manual.
Linda Kettles, RN
Linda has worked in the field of aging since 1984 as Charge Nurse, MDS Nurse, Assistant
DON, Director of Nursing, VP of Clinical Nurse, and Regional VP of Operations for
multi-state organizations. She currently serves as Chief Nursing Officer for Evergreen
Living Innovations in Olathe, KS. Linda has presented at AAHSA and Kansas Adult
Care Executives, along with many educational presentations on clinical management
and leadership. She has helped transform many organizations. Her current focus is
successful transformation of long-term care communities through Culture Change and
Resident Centered Care. Linda is passionate about helping nurse managers succeed.
K.J. Langlais, CEO, LACHA
K.J. Langlais has over 27 years of experience in aging leadership, as administrator,
consultant and now CEO of a non-profit organization, Evergreen Living Innovations
(ELI). ELI operates Evergreen Community of Johnson County, a 112 bed SNF mission
driven to serve the indigent with quality care, and GERTI (Grow with Evergreen
Resources for Transforming Innovations) an organization devoted to providing
education and resources to healthcare providers. Accomplishments include extensive
public speaking, international consultant for healthcare education software, systems
development and implementation, and financial management. K.J. is the author of
“Managing with Integrity for Long Term Care”, published by McGraw-Hill in 1997.
Patrice Macken, RHIA, LNHA
Ms. Macken’s company does medical record consulting (health information) to longterm
care skilled facilities in Illinois, Michigan, and Wisconsin. She has written two
books: Legal Guide for LTC in Illinois and a policy and procedure manual used in her
facilities (under revision). Training as a medical record professional, she has one year
of course work in diagnosis coding.

Carol Maher, RN-BC, RAC-CT
Carol has more than 30 years of long-term care nursing experience. She has over 15
years of MDS experience as an MDS coordinator, regional MDS nurse and director of
clinical reimbursement. She has authored numerous articles for NAC News, and has
been interviewed numerous times for articles regarding Medicare and MDS issues for
PPS Alert and MDS Alert publications. She is a former AANAC Board of Directors
member. She is presently the Chairman of the AANAC Membership Committee, NAC
News Advisory Board and moderator of Cyber Town Hall on the AANAC website.
Christine Mueller, PhD, RN, BC, NEA-C, FAAN
Christine is a Nutrition Educator, Registered Dietetic Technician, Dietary Consultant,
Professional Speaker and Educator. She is experienced in presenting effective customized
programs for health care and other organizations. She is a consultant for customer service,
leadership programs, team satisfaction and retention. She has extensive experience in
consulting for successful dining programs as well as extensive background in health
care, long-term and acute care, and assisted living. She is a facilitator for problemsolving
discussions and meetings and she creates and presents innovative programs
with focuses on attitude, health, nutrition, team building, leadership, humor, wellness
programs and improving client/patient satisfaction in health care facilities.
Ron Orth, RN, NHA, RAC-MT
Mr. Orth is the President of Clinical Reimbursement Solutions, LLC. He is responsible
for RAI, PPS and Medicare education throughout the United States and Canada, and has
over 20 years experience in the health care field. Mr. Orth has been published in Provider
Magazine and the Journal of Health Care Compliance. He is a national speaker at
AANAC and the Health Care Compliance Association, and holds an Associate Degree
in Nursing and a Bachelor of Art Degree in Health Administration.
Jennifer Pettis, RN, RAC-MT, C-NE
Jennifer Pettis is a senior policy analyst and consultant for the New York Association
of Homes and Services for the Aging (NYAHSA). She began working in long-term
care as a nurse’s assistant in 1988 and is a skilled manager. She has also worked in
acute care and office settings as well as in the area of wound care case management.
With NYAHSA’s ProCareSM Consulting, Jen provides various consulting services to
members, including mock surveys, staffing analysis and reviews of and staff training
regarding the MDS (including PPS), RAPs and care planning. She provides training
on the RAI through the State University of New York at Albany’s School of Public
Health and is a Master Trainer for AANAC. Jen is a member of the AANAC National
Advisory and Review Committee and the Educational Editorial Advisory Committee
for AANAC.
Andrew Porch
Andrew Porch is currently the Chairman/CEO & Founder of Team TSI Corporation which services over 9,000 nursing homes in the long-term care industry and has extensive professional experience in long-term care for over 20 years. Porch is known as the industries foremost expert on OSCAR data and the CMS Five Star Rating System. Porch was selected to serve as the expert advisor too many national healthcare associations as well as many state healthcare associations in regards to survey trends, analysis and the impact of the Five Star Rating System. Porch also has a very extensive background in the MDS 2.0 and 3.0 creating many new state of the art applications to assist facilities in consistent MDS coding, pre state submissions, QI/QM impact, RUG optimization as well as many other risk exposure type tools. Porch is also the founder of the new Five Star Rating Improvement Group (FSRIG) which is made up of over 50 nursing home chain providers.
Sheryl Buchholtz Rosenfield, RN, BC, RAC-MT
Sheryl is the Director of Clinical Services for Zimmet Healthcare Services Group. She
worked with CMS and was a co-author of Satellite Trainings on the MDS the DAVe
Projects 1 and 2 and with the NY and Connecticut QIO. She is a Master Teacher for
AANAC’s Certification Program.
Rena Shephard, MHA, RN, RAC-MT, C-NE
Ms. Shephard is the president of RRS Healthcare Consulting Services in San Diego,
providing long-term care consulting and training services to facilities, corporations,
and attorneys nationwide. A nationally-recognized expert on MDS coding and the
RAI process, she serves as a consultant to several of CMS MDS-related projects and
to several state Quality Improvement Organizations. She also is a scriptwriter and
presenter for CMS MDS-related satellite broadcast/web casts. Ms. Shephard is the
founding chair and the clinical editor of AANAC. She was a Director of Nursing in
skilled nursing facilities for 14 years, with expertise in all aspects of long-term care.
She is the author of a number of books about resident assessment and care in nursing
homes, and she is a national speaker on those topics.
Lauri Shofner, RN, RAC-CT
Ms. Shofner is a Registered Nurse who has been in the long-term care industry for
20+ years. She currently serves as the Director of Clinical Reimbursement/RAI for
Horizon West Health Care, Inc. headquartered in Rocklin, California. Prior to locating
in California, Lauri was a Clinical Consultant for 8 years with Benedictine Health
Systems in Minnesota. Throughout her career, Lauri has worked in multiple positions
within the clinical department. Lauri has been instrumental in the implementation of
the Electronic Medical record for both Horizon West and BHS. She has presented
several corporate training sessions including but not limited to Quality Integration
(Team Process), RAI for the IDT, Corporate Compliance, Medicare A and State Case
Mix in Minnesota, South and North Dakota. She has been credentialed as a RACCT
since 2005. Prior to her credentialing course, she held RAI certification. She has
belonged to AANAC since 2000. She currently belongs to the AANAC Membership
committee and is a current member of AHIMA.
Judy Wilhide-Brandt, RN, BA, RAC-MT, SMQT, C-NE
Ms. Wilhide is a former RAI Manager and Surveyor for the Commonwealth of Virginia.
She participated in many CMS initiatives relating to the RAI and/or Survey Process
during that time. She was a panel member for two national CMS live web presentations
on MDS coding and presented MDS coding instructions for two years to fellow State
RAI Managers at the CMS National RAI Manager’s Conference. She was one of the
most popular speakers for the Virginia Health Quality Center and the Virginia Health
Care Association. She is currently a Master Teacher for AANAC and a Regional MDS
Consultant for Medical Facilities of America.
