Keynote Speakers

Robin Harper, RN


Robin has been a registered nurse for over fourteen years, and has experience in private health care, longterm care and as a charge nurse in a hospital surgical unit. While serving as a long-term care surveyor for the Ohio Department of Health, Robin was chosen as one of two surveyors from the Dayton district office to participate in the QIS pilot project in Ohio. She completed QIS classroom training, mock surveys, and compliance surveys, and has conducted numerous QIS surveys of record as Team Leader. As the Ohio QIS Team Leader, Robin was involved in training new surveyors, technical troubleshooting, and assuring team compliance to protocol. She currently serves as a Master Trainer on Nursing Home Quality’s contract with CMS to train state surveyors on the QIS, and leads numerous trainings each year with nursing home providers on using the QIS tools and concepts to assess and improve quality. Robin received her A.D.N. from Sinclair Community College.



Elizabeth Jeffries, RN, CSP, CPAE


Elizabeth Jeffries is a member of the CPAE Speaker Hall of Fame, and works with executives in healthcare and business who want to master their influence and multiply their performance. She is an executive coach, retreat leader and author of several books, including The Heart of Leadership: How to Inspire, Encourage and Motivate People to Follow You.



Clint Maun, CSP, Maun-Lemke and IHN President and Founder


Clint Maun is nationally recognized for his innovative leadership in healthcare consulting, speaking and research. He is one of a select few to receive the CSP designation of distinction, Certified Speaking Professional, from the National Speakers Association.

As co-founder of Maun-Lemke, Clint has over 38 years experience in healthcare management, leadership, quality enhancement and self-development programs. Karen C. Schoeneman, MPA (Invited)


Ms. Schoeneman is a senior policy analyst and project officer with the CMS Division of Nursing Homes, which has the responsibility for survey and certification of nursing homes. Karen is colead for the long-term care survey process, and is the lead for the Quality of Life requirements. She manages the research contract for the demonstration of the new Quality Indicators Survey (QIS). She is a nationally recognized expert in culture change and is the CMS lead for this topic. She is one of the founding members of the Pioneer Network and is also an Eden Associate.



Rena Shephard, MHA, RN, RAC-MT, C-NE


Ms. Shephard is the president of RRS Healthcare Consulting Services in San Diego, providing long-term care consulting and training services to facilities, corporations, and attorneys nationwide. A nationally-recognized expert on MDS coding and the RAI process, she serves as a consultant to several CMS MDS-related projects and to several state Quality Improvement Organizations. She also is a scriptwriter and presenter for CMS MDS-related satellite broadcast/web casts. Ms. Shephard is the founding chair and the clinical editor of AANAC. She was a Director of Nursing in skilled nursing facilities for 14 years, with expertise in all aspects of long-term care. She is the author of a number of books about resident assessment and care in nursing homes, and she is a national speaker on those topics. Her latest books are “MDS Self-Audit: A Practical Guide to Ensuring Minimum Data Set Accuracy” and “Nursing Facility Enhanced Quality Measures: Strategies for Successful Performance.”



Breakout Speakers

Sandy Biggi, BSN, SNT, RAC-MT, C-NE


Ms. Biggi has worked in the area of long-term care for over 25 years, serving in numerous capacities including quality improvement director, RAI coordinator, and director of nursing services. She is Resident Assessment Coordinator – Certified (RAC-CT) and a Master Trainer for AANAC. From 1999 to 2005, she worked at the New York Association of Homes and Services for the Aging (NYAHSA) as a senior policy analyst and consultant. As a consultant she provided audit analysis of MDS and PPS systems and education to improve RAI/PPS processes. In addition, she is a member of the advisory board at the University of Albany School of Public Health to oversee the development and delivery of curriculum for the RAI process across New York State. Sandy, in addition to performing the functions which she had as a policy analyst, oversees the nursing facility policy analysts and NYAHSA ProCareSM Consulting.



Carmen Bowman, MHS, ACC (Invited)


Carmen is the owner of Edu-Catering: Catering Education for Compliance and Culture Change in LTC and calls herself a “regulator turned educator.” Carmen was a Colorado state surveyor for nine years and a former policy analyst with CMS, where she taught surveyors. Carmen now serves as a contractor to CMS on culture change projects including an upcoming symposium focusing on environmental regulation and culture change and she co-developed the Artifacts of Culture Change measurement tool. She is currently serving as a Technical Expert Panelist for the CMS contract Measuring Culture Change and an AANAC grant project on the MDS and Culture Change. Carmen served on the four year CMS Activities Panel that rewrote the interpretive guidelines for tags F248 and F249 and she is the primary instructor for the Activity Professional Course at Arapahoe Community College. Carmen holds a Master’s degree in Healthcare Systems from Denver University and is a Certified Validation Worker and Group Practitioner, Certified Eden Associate and Eden Mentor. She co-founded the Colorado Culture Change Coalition and has authored five culture change workbooks for Action Pact.



Donna Duss, RN, MSN


Ms. Duss is founder and president of Duss Healthcare Consulting, LLC. She has served as Director of Staff Development and as Director of Nursing in for-profit and not-for-profit long-term care organizations. She has transcultural clinical, educational and management experience gained from living and working in the Philippines and Russia. Donna is a registered professional nurse, mastersprepared through Pace University in New York as a Clinical Nurse Specialist in Gerontology. She has served since 2003 as the Quality First Project Coordinator for the Virginia Health Care Association, and in this role, she co-authored with Dr. Vivian Tellis-Nayak a study on the Virginia DON experience. Donna is Vice Chair of the Board of Directors for Shell Point Retirement Community, a 1900- plus resident retirement community in Fort Myers, Florida, and Chair of the Board of The Alliance Center for Retirement Living in Deland, Florida. She is a past evaluator for the Continuing Care Accreditation Commission.



Janet Feldkamp, RN, BSN, LNHA, JD


Ms. Feldkamp is a partner and serves as Co-Chair of Benesch Friedlander Coplan & Aronoff’s Health Care Practice Group. She focuses her practice in the area of health care law, including long-term care survey and certification, state and federal regulation, physician and nurse practice, and fraud and abuse involving hospitals, suppliers, insurers and physicians. She retains active licenses as a registered nurse and a nursing home administrator and has extensive health care experience. She is the President of The American Association of Nurse Attorneys, and a member of the American College of Health Care Administrators and American Health Lawyers Association. She has been a frequent speaker on health law related topics, particularly in the area of long-term care and is the co-author of The Law of Medical Practice in Ohio, Second Edition. She is co-author of The Long Term Care Handbook: Regulatory, Operational and Financial Guideposts published by the American Health Lawyers Association.



Malcolm Fraser, MD, CMD


Dr. Fraser has been practicing in nursing homes since the 1980’s. He was a member of the State of Florida Nursing Home Advisory Committee for many years and also served as Corporate Medical Director, Beverly Enterprises in the early years of the MDS and Quality Indicators. Florida was one of the first states to have the new Quality Indicator Survey which was introduced in May 2007. He will describe his experiences and, using constipation as an example, what Nursing Home Executives can do to be proactive in their relationships with prescribers and thereby minimize potential survey issues.



Rebecca LaBarge, RN, RAC-MT


Ms. LaBarge began her nursing career in the acute-care setting, moving into Nursing Informatics and finally to the long-term care industry. She has held various positions in long-term care nursing management including Supervisor, MDS Coordinator, Regional and Corporate MDS Specialist and currently serves as Director of Clinical Reimbursement for the Tutera Group. She is a Master Teacher for AANAC, educating long-term care professionals at the facility, corporate, state and national levels on all aspects of the RAI process including MDS, RAPS, Care Planning, PPS and Case Mix Management.

Fred Miles, JD


Mr. Miles is the Founder and President of Miles & Peters, P.C. Mr. Miles is a nationally recognized expert in health law and has been named as one of the “Best Lawyers in America” by Naifeh & Smith. He has also served as a Special Assistant Attorney General to the Colorado Departments of Human Services and Health Care Policy and Financing. Mr. Miles maintains an active civil and regulatory trial practice, focusing on Medicare/Medicaid program issues, including licensure, certification and reimbursement. With an active practice spanning over 30 years in the health care field, Mr. Miles brings a wealth of experience to legal matters involving this area of the law.



Diane Newman, RNC, MSN, CRNP, FAAN


Ms. Newman is Co-Director of the PENN Center for Continence and Pelvic Health in the Division of Urology at the University of Pennsylvania Medical Center in Philadelphia. In addition, she is an instructor in the School of Medicine. Her clinical practice involves the evaluation, treatment, and management of urinary incontinence and related problems. Ms. Newman received a master’s degree in Nursing from the University of Pennsylvania in 1986. Ms. Newman was Co- Chair of the 1996 Agency for Healthcare Research and Quality Clinical Practice Guideline on Urinary Incontinence: Acute and Chronic Management. She was a member of the CMS Scope and Severity of Nursing Care Deficiencies panel of experts in long-term care on “Guidance to Surveyors on Urinary Incontinence and Catheters, Tag F315.”



Ron Orth, RN, NHA, RAC-MT


Mr. Orth is the President of Clinical Reimbursement Solutions, LLC. He is responsible for RAI, PPS and Medicare education throughout the United States and Canada, and has over 20 years experience in the health care field. Mr. Orth has been published in Provider Magazine and the Journal of Health Care Compliance. He is a national speaker at AANAC and the Health Care Compliance Association, and holds an Associate Degree in Nursing and a Bachelor of Art Degree in Health Administration.



Jennifer Pettis, RN, RAC-MT, C-NE


Ms. Pettis is a Policy Analyst and Consultant for the New York Association of Homes and Services for the Aging (NYAHSA). She began working in long-term care as a “nurse’s assistant” in 1988 and is a skilled nurse manager. She has also worked in acute care and office settings, as well as in the area of wound care case management. With NYAHSA’S ProCareSM Consulting, “Jen” provides various consulting services to members, including mock surveys, staffing analysis and reviews of and staff training regarding the MDS (including PPS), RAPs and care planning. She provides training on the RAI through the State University of New York at Albany’s School of Public Health and is a Master Teacher for AANAC.



Rita Roedel, MS, RN


Ms. Roedel is the National Director of Clinical Reimbursement at Extendicare Health Services Inc. In this capacity, she provides strategic direction and oversees the clinical reimbursement function in 160 SNF located in 10 states. Ms. Roedel has presented over 500 workshops at facility, state, and national meetings on a variety of clinical topics such as Medicare PPS, RUG Medicaid, Restorative Nursing, MDS completion, and clinical re-engineering.



Janine Savage, RN, RAC-CT


Ms. Savage is the Vice-President of Clinical Operations and the Corporate Compliance Officer for United Methodist Homes. Janine has responsibility for all functions of the Corporate Clinical Operations department, focusing on regulatory compliance, interdisciplinary operational policy and procedure development, employee education and training, third-party payor issues, and the integration of Information Technology solutions into clinical practice. Janine co-authored the poster, “Pathway to Prevention of Pressure Ulcers: An Interdisciplinary Approach for Long-Term Care,” which won an Award of Merit from the Wound Ostomy and Continence Nurses Society.



Mary Tellis-Nayak, BSN, RN, MSN, MPH


Ms. Nayak is currently the Vice President of Quality Initiatives for MyInnerView, a company dedicated to providing management intelligence for long-term care. She is currently on the editorial boards of Caring for the Ages and Advances in Post-Acute Care and the Foundation Board for the American Medical Directors Association. She was the president/CEO of the American College of Health Care Administrators. Throughout her career, she has led quality improvement programs throughout long-term care. In leading JCAHO’s program for longterm care accreditation for ten years, she developed the first set of standards for dementia care units, sub-acute care, and long-term care pharmacies. Most recently she developed the first set of standards for Person-Centered Care within the Aging Services department at the Commission on the Accreditation of Rehabilitation Facilities (CARF) as well as standards for Alzheimer’s programs across the aging continuum.
