Keynote Speakers

Deborah Afasano, BSN, RNC, RAC-CT


Ms. Afasano is a certified Gerontological Nurse, a certified Director of Nurses, a certified end of life trainer through ELNEC, and a certified resident assessment coordinator through AANAC. She is also a licensed health care risk manager and teaches for the USF online Health Care Risk Management Program. Her diverse nursing background spans over 30 years in acute and LTC settings. Debbie is currently VP of Clinical Operations for Traditions Management, with facilities in five states. Prior to this position, she worked for FHCA for six years where she served as Director of Clinical Services. She continues to serve on the FHCA Quality Credentialing Foundation and chairs the FHCA Senior Clinicians Council. She is a state and national trainer on Leadership, Radiating Excellence, QIS, and related LTC topics. Debbie is a member of Sigma Theta Tau International and a published author. Previously, while the director of Nursing for 8 years at Bon Scours Maria Manor in St. Petersburg, Florida, the facility was the recipient of the 1999 Ernest Codman award through JCAHO for process improvements in Wound Care.



Thomas Dudley, MS, RN (Invited)


Mr. Dudley has been with CMS since 2000 and is a Health Insurance Specialist in the Division of Chronic and Post Acute Care in the Office of Clinical Standards and Quality. Duties include the development and public reporting of ESRD and Nursing Home clinical performance measures and overseeing the development and implementation of MDS 3.0. Past CMS projects have included the development of the many databases on www.medicare.gov including the Prescription Drug Plan Finder and Online Enrollment Center, Dialysis Facility Compare, Nursing Home Compare (associated with the Nursing Home Quality Initiative), Your Medicare Coverage, and the Medicare Eligibility Tool. Education includes a M.S. in Nursing and Business Administration and a B.S. in Nursing from University of Maryland. His professional health care background spans over 20 years in the public and private sectors.



Carol Job, RN, RAC-CT


Carol Job is a Senior RN Consultant with Myers and Stauffer, LC. She has more than 30 years of professional nursing practice experience with an extensive background in administration, and development of program policy and nursing leadership. She played a key role in the development and implementation of the federally mandated Minimum Data Set. Carol is the lead author in the 2002 revision of the Long Term Care Resident Assessment Instrument User’s Manual and the AANAC RUG-III and Quality Indicators Manual.



Bonnie S. Kantor, Sc.D


Bonnie Kantor is the Executive Director of the Pioneer Network in Culture Change. The Pioneer Network, formed in 1997, is a national network of change agents pioneering a new vision for long-term care that is life-affirming, satisfying, meaningful, and humane. The Network’s mission is to advocate and facilitate deep system change and transformation in the culture of aging. To advance these goals, Pioneer Network supports public policy change; conducts research into the financial and quality outcomes associated with person-directed care; develops and shares adaptable practices that put person before task; creates communication, networking and learning opportunities; coordinates with state coalitions and hosts a national conference.



Sheila Lambowitz, MBA, RN (Invited)


Director, Division of Institutional Post-Acute Care, Ms. Lambowitz is a nationally-recognized expert in nursing facility RUG-III prospective payment systems. She has more than 25 years of experience in Medicare and Medicaid post-acute care health policy. Her current responsibilities include developing payment and coverage policies related to the SNF PPS, SNF consolidated billing programs and inpatient rehabilitation facilities (IRFs). She is a member of the work groups designing a SNF Value-Based Purchasing model and an Integrated Post-Acute payment demonstration. She also directs the SNF Staff Time and Resource Intensity and Verification project (STRIVE) that has been charged with collecting the data needed to update the RUG-III payment methodology used in the Medicare prospective payment system (SNF PPS).



Carol Maher, RN-BC, RAC-CT


Carol has been working with the MDS for over 15 years, has served on various workgroups and TEPs related to MDS, RAPs and Care Planning. She is a Gold Standard nurse for MDS 3.0, speaker at national conferences, frequent contributor to AANAC newsletter and other LTC publications regarding MDS related topics.



Mary Pratt, MSN, RN


Mary Pratt is Director of the Division of Chronic and Post Acute Care in the Quality Measurement and Health Assessment Group in the Office of Clinical Standards and Quality at CMS. This division is responsible for leading the Agency’s instrument development and performance measurement activities in such care settings as dialysis facilities, nursing homes, hospice, home health agencies and development of the post acute care instrument, CARE or Continuity Assessment Record and Evaluation. Mary Pratt has been at CMS since 1985 with experience supporting and directing national projects and activities related to quality measurement, improvement and health assessment in long-term care settings, especially nursing homes. In partnership with colleagues at CMS, she co-leads the implementation of the Minimum Data Set (MDS) 3.0.



Rena Shephard, MHA, RN, RAC-MT, C-NE


Ms. Shephard is the President of a consulting firm providing LTC consulting and training services to facilities, corporations, and attorneys nationwide. She is a nationally recognized expert on nursing homes, consultant to CMS projects and to QIOs, the author of books about assessment and care in nursing homes, a national speaker on those topics, and served as a DON in nursing homes for 14 years.



Judy Wilhide-Brandt, RN, BA, RAC-MT, SMQT, C-NE


Ms. Wilhide is a former RAI Manager and Surveyor for the Commonwealth of Virginia. She participated in many CMS initiatives relating to the RAI and/or Survey Process during that time. She was a panel member for two national CMS live web presentations on MDS coding and presented MDS coding instructions for two years to fellow State RAI Managers at the CMS National RAI Manager’s Conference. She was one of the most popular speakers for the Virginia Health Quality Center and the Virginia Health Care Association. She is currently a Master Teacher for AANAC and a Regional MDS Consultant for Medical Facilities of America.



Breakout Speakers

Sandy Biggi, BSN, SNT, RAC-MT, C-NE


Ms. Biggi has worked in the area of long-term care for over 25 years, serving in numerous capacities including quality improvement director, RAI coordinator, and director of nursing services. She is Resident Assessment Coordinator – Certified (RACCT ®) and a Master Trainer for AANAC and AANEX. From 1999 to 2005, she worked at the New York Association of Homes and Services for the Aging (NYAHSA) as a senior policy analyst and consultant. As a consultant she provided audit analysis of MDS and PPS systems and education to improve RAI/PPS processes. In addition, she is a member of the advisory board at the University of Albany School of Public Health to oversee the development and delivery of curriculum for the RAI process across New York State. Sandy, in addition to performing the functions which she had as a policy analyst, oversees the nursing facility policy analysts and NYAHSA ProCareSM Consulting.



Sheryl Buchholtz Rosenfield, RN, BC, RAC-MT


Sheryl is the Director of Clinical Services for Zimmet Healthcare Services Group. She worked with CMS and was a co-author of Satellite Trainings on the MDS, the DAVe Projects 1 and 2 and with the NY and Connecticut QIO. She is a Master Teacher for AANAC’s Certification Program.



Sophie A. Campbell, MSN, RN, CRRN, RAC-CT


A Manager and Senior Healthcare Consultant (Long Term Care Services Division), Ms. Campbell joined Parente Randolph in 1999 and is involved with long-term care client engagements that include operational audits and remediation, survey preparation and remediation, MDS accuracy audits and development of data collection processes, staff education related to multiple topics, Performance Improvement systems development and implementation using the Quality Indicator reports and documentation audits, education and streamlining. Ms. Campbell has prior experience as a Director of Nursing, Nursing Supervisor and Clinical Supervisor in addition to her years as a staff nurse in both the for profit and non-profit sectors. She has extensive experience with feasibility studies for new facility programs and has recruited and educated staff members for those programs, as well as developing the marketing plans for the programs.



Kenneth Daily, LNHA


Kenneth Daily is the founder and President of Elder Care Systems Group, a longterm healthcare-focused consulting firm, which specializes in facility management, quality improvement, business strategy and education. Kenn is an accomplished leader with more than 22 years of experience in the long-term healthcare industry including having served as western Ohio’s Director, Office of the Long Term Care Ombudsman, Vice President of a leading consulting and software firm responsible for operational improvement engagements and software development, nursing home administrator and facility co-owner/operator. He has written a number of books and manuals including the QIS Process Tools and Resources Manual, ©2008 MedPass as well as AANAC’s own QIS training manuals. Kenn is also one of the nation’s leading Quality Indicator Survey (QIS) consultants and educators.



Lisa Hohlbein, RN, BS, RAC-CT, MSCN


Lisa has over 18 years of health industry experience in acute and SNF settings. She is responsible for overseeing Medicare and Medicaid processes in 30 SNFs to optimize reimbursement through systems implementation, team building and auditing activities. She has presented over 80 workshops at the facility, regional and state levels.



Sheri Kennedy, RN, BA, MS Ed., RAC-MT


Ms. Kennedy, a registered nurse for over 40 years, started her long-term care career in 1991 as an MDS nurse in Dallas, Texas. President and CEO, Ms. Kennedy founded Knowledge Solutions in 2000, a consulting and training company that specializes in PPS, MDS and the RAI process. Since then she has served as an Expert Consultant to CMS, and consultant and trainer for the State of Texas. A Gold Standard Nurse, she conducted reliability and validity testing on the proposed MDS 3.0 and participated in CMS’ MDS 3.0 Webcast. A member of AANAC’s founding Board of Directors, Ms. Kennedy developed the NAC News and the initial web based training modules for AANAC’s MDS certification course.



Stephanie Kessler, Senior Manager, RAC-CT


With over 17 years of clinical experience in long-term care, Stephanie has extensive expertise in the areas of operational performance analysis, RAI process, staff training, and reimbursement systems. Her in-depth knowledge is concentrated in state and federal regulations and all aspects of the RAI process.



Linda Kettles, RN, RAC-CT


Linda has worked in the field of aging since 1984 as Charge Nurse, MDS Nurse, Assistant DON, Director of Nursing, VP of Clinical Nurse, and Regional VP of Operations for multi-state organizations. She currently serves as Chief Nursing Officer for Evergreen Living Innovations in Olathe, KS. Linda has presented at AAHSA and Kansas Adult Care Executives, along with many educational presentations on clinical management and leadership. She has helped transform many organizations. Her current focus is successful transformation of long-term care communities through Culture Change and Resident Centered Care. Linda is passionate about helping nurse managers succeed.



K.J. Langlais, CEO, LACHA


K.J. Langlais has over 27 years of experience in aging leadership, as administrator, consultant and now CEO of a non-profit organization, Evergreen Living Innovations (ELI). ELI operates Evergreen Community of Johnson County, a 112 bed SNF mission driven to serve the indigent with quality care, and GERTI (Grow with Evergreen Resources for Transforming Innovations) an organization devoted to providing education and resources to healthcare providers. Accomplishments include extensive public speaking, international consultant for healthcare education software, systems development and implementation, and financial management. K.J. is the author of “Managing with Integrity for Long Term Care”, published by McGraw-Hill in 1997.



Karyn P. Leible, RN, MD, CMD


Dr. Leible is an internist with a CAQ in Geriatrics. During her geriatric fellowship she concentrated on long-term care and palliative care medicine. She has practiced in 3 states: Colorado, Florida and Georgia. She has spent time doing clinical practice in academic medicine at Emory University in Atlanta as well as private practice in Colorado and Florida. Currently she is the Chief Clinical Officer for Pinon Management. She isVice President for the American Medical Directors Association and has served on their public policy and education committees. In Colorado she is active with the state chapter for AMDA (CMDA) and was recently appointed by Governor Ritter to be a member of the Commission on Aging for the State of Colorado.



Steven Littlehale, MS, GCNS-BC


Steven Littlehale is Executive Vice President/Chief Clinical Officer at PointRight, formerly LTCQ, a company that provides innovative analytical solutions – through a combination of advanced technology, comprehensive data resources and professional expertise – to help organizations make decisions that increase profitability, reduce risk, and improve quality of service. He is a graduate of Georgetown University, Washington, D.C. and the University of Vermont, Burlington, VT., and currently resides in Massachusetts. He has over 20 years experience in long-term care as a clinician, researcher, educator, and consultant. During this time he was a nurse assistant, charge nurse, researcher, educator and executive. Steven is an Advanced Practice Nurse, Certified as a Clinical Specialist in Gerontological Nursing and continuing education & Staff Development.



Christine Mueller, RN, PhD, FAAN


Ms. Mueller is an associate professor in the School of Nursing at the University of Minnesota and co-director of the Minnesota Hartford Center of Geriatric Nursing Excellence. Dr. Mueller has over 30 years of experience in gerontological nursing and long-term care nursing administration with a focus in long-term care facilities. She has worked with the state of Minnesota to develop and improve their nursing home quality report card and their Performance-based Improvement Payment program.



Jennifer Pettis, RN, RAC-MT, C-NE


Jennifer Pettis is a senior policy analyst and consultant for the New York Association of Homes and Services for the Aging (NYAHSA). She began working in long-term care as a nurse’s assistant in 1988 and is a skilled manager. She has also worked in acute care and office settings as well as in the area of wound care case management. With NYAHSA’s ProCareSM Consulting, Jen provides various consulting services to members, including mock surveys, staffing analysis and reviews of and staff training regarding the MDS (including PPS), RAPs and care planning. She provides training on the RAI through the State University of New York at Albany’s School of Public Health and is a Master Trainer for AANAC. Jen is a member of the AANAC National Advisory and Review Committee and the Educational Editorial Advisory Committee for AANAC.



Rita Roedel, MS, RN


Ms. Roedel is the National Director of Clinical Reimbursement at Extendicare Health Services Inc. In this capacity, she provides strategic direction and oversees the clinical reimbursement function in 160 SNF located in 10 states. Ms. Roedel has presented over 500 workshops at facility, state, and national meetings on a variety of clinical topics such as Medicare PPS, RUG Medicaid, Restorative Nursing, MDS completion, and clinical re-engineering.



Jan Stewart, RN, RAC-MT


Ms. Stewart is a Senior Clinical Consultant for Zimmet Healthcare Services Group, LLC. She is a Registered Nurse with over 35 years experience in clinical and financial management for skilled nursing facilities. She specializes in advising providers on strategies for ensuring program integrity and appropriate reimbursement under case mix payment systems. Jan is nationally recognized as a “Master Teacher” for AANAC, where she served on the Executive Board of Directors and is presently a member of the Executive Advisory Council. In addition, she teaches the “RAI Process for Certification” throughout the United States. Jan is a significant contributor and advisor to several-long term care publications.



Linda Taylor, MSN, RN


Andrew Porch is currently the Chairman/CEO & Founder of Team TSI Corporation which services over 9,000 nursing homes in the long-term care industry and has extensive professional experience in long-term care for over 20 years. Porch is known as the industries foremost expert on OSCAR data and the CMS Five Star Rating System. Porch was selected to serve as the expert advisor too many national healthcare associations as well as many state healthcare associations in regards to survey trends, analysis and the impact of the Five Star Rating System. Porch also has a very extensive background in the MDS 2.0 and 3.0 creating many new state of the art applications to assist facilities in consistent MDS coding, pre state submissions, QI/QM impact, RUG optimization as well as many other risk exposure type tools. Porch is also the founder of the new Five Star Rating Improvement Group (FSRIG) which is made up of over 50 nursing home chain providers.
